BUSH ADMINISTRATION PROPOSES TROUBLING NEW CONTRACTING RULES

The Bush Administration has proposed new rules governing federal contracting and procurement. The rules would require all contracting with the Department of Defense, General Services Administration, or NASA, and many subcontractors/suppliers, to use the E-Verify electronic eligibility verification program. ANLA is analyzing the far-reaching rule.

Feinstein Takes On Dobbs Disinformation

Sen. Feinstein, who is seeking Congressional enactment of emergency temporary legislation to address the farm labor crisis, sent a letter to CNN host Lou Dobbs setting the record straight on distortions of her legislation and the legislative process, featured in recent Dobbs broadcasts.

DOL PROPOSES H-2B REGULATIONS

The Department of Labor has issued a Notice of Proposed Rulemaking (NPRM) on the H-2B seasonal, non-agricultural guest worker program. The rule has three main components, including process streamlining, enhanced labor protections/employer penalties, and changes in the definition of what constitutes a “temporary need.” ANLA is carefully reviewing these regulations, and expects to submit in-depth comments. ANLA Provides Witness for House Guest Worker Program Hearing

The House Education and Labor Committee held a hearing on May 6 to explore whether the H-2A and H-2B guest worker programs give Americans a fair shot at jobs. DISCHARGE PETITION FILED ON H-2B BILL

Rep. Charles Boustany (R, LA) has introduced a discharge petition on H.R. 1843, the “Save our Small and Seasonal Businesses Act of 2007,” which would make returning guest workers through the H-2B seasonal guest worker program permanently exempt from the cap. DHS REPROPOSES NO-MATCH RULE

The Department of Homeland Security has republished its “Social Security No-Match” rule. The rule had been held up by litigation in which ANLA is a co-plaintiff. DHS will accept comments on the rule until April 25, and then may publish a final rule subject to court oversight. Click here to view a copy of the proposed rule.

ANLA Joins the European Landscape Contractors Association (ELCA)!

ANLA is proud to announce that we are one of 19 national landscaping associations to join ELCA. A benefit to ANLA members is that they will be able to join a committee of firms to exchange information as well as experience with other member companies.

NEW I-9 FORM

The United States Bureau of Citizenship and Immigration Services ("USCIS ") announced today that a revised Employment Eligibility Verification Form I-9 is now available. The Form I-9 must be completed by all employers for each employee hired in the United States. The form will become mandatory for all employers to complete within the first three days of hire once the official notice is published in the Federal Register. However, the USCIS is encouraging employers to begin using the form immediately.
