IR-4 is asking nursery and floriculture growers to participate in a brief survey to help identify the highest pest, disease and weed priorities for the next two years. IR-4 is a federally funded project with efforts dedicated to supporting the specialty crops industry through pursuing research to facilitate the approval of new chemical treatments for our crops. Their work is vital to our industry’s access to chemistries that would not otherwise be available for nursery and floriculture production.

Emerald ash borer (EAB), Agrilus planipennis, was recently detected in Granville County, North Carolina. This identification of an adult beetle and confirmation of classic EAB symptoms from nearby trees brings the total number of U.S. states with this pest to nineteen. On June 10, the U.S. Senate passed its version of the 2013 Farm Bill (The Agriculture Reform, Food and Jobs Act of 2013) by a vote of 66-27. A week before the Senate vote ANLA coordinated a letter that included forty-two Lighthouse Program partners (click here to view letter) and delivered the industry’s message of support for the 2013 Farm Bill. The letter encouraged Senators to pass the bill and highlighted the specialty crop provisions it included. Unlike the traditional subsidies and direct payments for commodity crops, the specialty crop programs support things like crop research, pest and disease management strategies and crop marketing efforts.

If you import plant material for research, trialing, or under post-entry quarantine, you should familiarize yourself with the new Controlled Import Permit (“CIP”) regulations issued by USDA-APHIS. The CIP permit replaces the old departmental permits and also encompasses Post Entry Quarantine (PEQ) agreements. The new CIP regulations went into effect on June 3, 2013.

Monday evening, the Senate passed the 2013 Farm Bill (S. 954, Agriculture Reform, Food and Jobs Act of 2013) by a vote of 66-27. The strong support for the bill from both sides of the aisle puts significant pressure on the U.S. House to follow suit when they begin debate on their version of the bill next week

Focused on legislative and regulatory issues connected to pest and disease management, Joe also works in collaboration with the Horticultural Research Institute (HRI), the research arm of ANLA, to develop and implement strategies for responding to new pest and disease challenges facing the industry. He was recently appointed to the Federal Invasive Species Advisory Committee (ISAC), serves on the Tier 2 Commodity Committee for the National Clean Plant Network – Fruit Trees, and is on the Research Committee of the National Ornamentals Research Site at Dominican University of California.
