The May 31st deadline to submit the Census of Agriculture forms is fast approaching. These data are collected every five years and provide vital information to agribusinesses, town planners, local governments, and policy makers. ANLA relies heavily on the data to highlight the size and importance of our unique segment of agriculture to federal agencies and Congress.

The USDA-APHIS recently announced a final decision on a list of propagative plants that will not be permitted for import under the Not Authorized Pending Pest Risk Analysis (NAPPRA) rule. The prohibited plant lists go into effect May 20, 2013 and include 31 taxa of plants for planting that were determined by the agency to be of potential invasive weed concern and 107 taxa of plants for planting that were identified to potentially carry invasive pests and/or diseases of significant concern from foreign countries to the US. The plants included on this NAPPRA list were initially made public in the fall of 2011 and included a 90-day comment period.

Last week ANLA, in collaboration with SAF, submitted comments to the EPA’s Federal Insecticide, Fungicide, and Rodenticide Act Scientific Advisory Panel (FIFRA-SAP). The panel is reviewing efficacy guidelines that would be considerably stricter for pesticide labeling and could limit the arsenal of chemical options for treating some pests. Furthermore, the stricter guidelines would not provide an exception for dealing with new and/or invasive pests – when rapid response is often required before efficacy studies can be completed.

On February 14, USDA’S National Agricultural Statistics Service (NASS) issued a notice of intent to revise and extend some surveys for the next three years. NASS prepares and issues state and national estimates of crop and livestock production, prices, and disposition, as well as economic statistics, environmental statistics related to agriculture and also to conduct the Census of Agriculture. This includes estimates of production and value of key nursery products, and chemical use by nursery and floriculture production operations.

President Obama has nominated Gina McCarthy to be the Environmental Protection Agency's next administrator. She would succeed Lisa Jackson, who left that post on February 14. McCarthy has served as the agency's assistant administrator for air and radiation. She will take the helm of the nation’s environmental agency at a time when climate change is expected to be a high priority.
